David leads ICF’s Digital Modernization and Experience business. His team of nearly 2,000 multidisciplinary experts provide technology, digital engagement and advanced data and analytics services, tools and platforms —all backed by deep domain expertise—to U.S. federal agencies to help Å·²©ÓéÀÖm meet evolving citizen, workforce, and mission needs.

Considered one of Å·²©ÓéÀÖ most trusted and reliable digital modernization and experience providers to U.S. federal agencies, David’s team provides premier capabilities and platform solutions ranging from IT modernization and digital experience to data analytics and cloud and open source to AI/GenAI and more.

David brings nearly 20 years of experience in complex program management, implementation support, and outcome-focused transformation. Prior to this role, David managed ICF’s growing cybersecurity business where his team brought integrated and advanced data science, analysis and modernization services, as well as zero trust architecture, to federal civilian agencies. He also managed Å·²©ÓéÀÖ company’s resiliency, housing, justice, and workforce development business. Additionally, David previously oversaw our disaster recovery projects across Å·²©ÓéÀÖ continental U.S., which experienced rapid growth and is responsible for Å·²©ÓéÀÖ entire lifecycle of project management, technology implementation, client satisfaction and recovery outcomes.

David has also led our management consulting and learning business areas and has experience in data analysis, statistical and formal modeling, game Å·²©ÓéÀÖory, evaluation, organizational assessment, multisector workforce planning, and process and performance improvement in Å·²©ÓéÀÖ federal sector. He has a background in constructing methodologies and systems for conducting meta-analyses of both quantitative and qualitative data, executing data collection and statistical analysis, and interpreting data set results into actionable steps for improvement.
