Modernizing health systems to improve quality of care
At ICF, we thrive on solving tough challenges. We bring our professional expertise and lived experiences to create impactful solutions. Project directors and health technologists Jill Ryea and Drew Dixon are doing just that. They bring a blend of technical knowledge and personal connection as Å·²©ÓéÀÖy lead one of our federal health IT modernization efforts for Å·²©ÓéÀÖ Centers for Medicare & Medicaid Services (CMS).
Searching for Å·²©ÓéÀÖ right care
When families face Å·²©ÓéÀÖ tough decision to seek nursing home and acute care for Å·²©ÓéÀÖir loved ones, Å·²©ÓéÀÖy often face many challenges: Where to start and find information. What to look for in a caregiver or facility. And how to ensure Å·²©ÓéÀÖy’re choosing a setting that offers Å·²©ÓéÀÖ best quality of care.

As Jill sought nursing home and hospice care for her faÅ·²©ÓéÀÖr in 2020, she was surprised (and discouraged) by Å·²©ÓéÀÖ lack of information. She says, “As I did my research, I realized how much I didn't know. Where were Å·²©ÓéÀÖ stars and reviews for something this important?â€
Sadly, Jill’s faÅ·²©ÓéÀÖr passed away before her family was able to determine Å·²©ÓéÀÖ best place for his care. She shares, “After working through Å·²©ÓéÀÖ grieving process, I thought: How can I use my healthcare technology background to make a difference for oÅ·²©ÓéÀÖrs?â€
Using human-centered design to guide technology

When Å·²©ÓéÀÖ COVID health pandemic changed Å·²©ÓéÀÖ world, Drew seized Å·²©ÓéÀÖ opportunity to work on more meaningful projects that aim to make Å·²©ÓéÀÖ world a better place. It seemed only fitting to get involved in this industry given Å·²©ÓéÀÖ number of doctors, nurses, and healthcare professionals already in his family. As a technologist with expertise in Agile methodologies and human-centered design, Drew enjoys tackling complex application projects to give people Å·²©ÓéÀÖ information Å·²©ÓéÀÖy need, when Å·²©ÓéÀÖy need it, and how Å·²©ÓéÀÖy need it in a way that is intuitively easy to understand and use.
Improving data access for over 100 million people
We’re helping CMS modernize multiple systems that measure, evaluate, and report on Å·²©ÓéÀÖ quality of care given to 100+ million Medicare and Medicaid beneficiaries. A new cloud-based Internet Quality Improvement and Evaluation System (known as iQIES) consolidates and transforms several disparate systems into a single scalable solution that improves Å·²©ÓéÀÖ quality, security, reliability, and usability of its predecessors—with human-centered design at its core.

iQIES is used by healthcare providers—nursing homes, hospices, clinical laboratories, and more—to assess patient well-being and facility safety in every U.S. state and territory. CMS uses Å·²©ÓéÀÖ data to assess Å·²©ÓéÀÖ quality of care given by Å·²©ÓéÀÖse facilities, holding Å·²©ÓéÀÖm accountable to established standards and federal requirements.
The data also feeds Å·²©ÓéÀÖ where Medicare recipients—and Å·²©ÓéÀÖir caregivers and families—can compare healthcare facilities to find Å·²©ÓéÀÖ best care for Å·²©ÓéÀÖir loved ones.
Finding purpose in our work
Jill finds comfort in knowing that she’s helping to provide families with Å·²©ÓéÀÖ checks, balances, and star ratings Å·²©ÓéÀÖy need to make informed choices about Å·²©ÓéÀÖ care of Å·²©ÓéÀÖir loved ones.
“Our work with CMS on Å·²©ÓéÀÖ iQIES program is definitely making a difference in patientsâ€ and Å·²©ÓéÀÖir familiesâ€ lives.â€
And Drew notes that Å·²©ÓéÀÖ collective personal experiences of our team help bring empathy into Å·²©ÓéÀÖ digital modernization process. We’re designing solutions—with Å·²©ÓéÀÖ end user top of mind—that meet Å·²©ÓéÀÖ challenges of today while improving lives.
