ICF Quick Guide to Å·²©ÓéÀÖ CDBG-DR Federal Register Notices
Answering CDBG-DR-related questions is critical for those designing a compliant, impactful disaster recovery program - documenting collection activities is mandatory for proper accounting.
After a Presidentially declared disaster, Congress may pass a supplement appropriation that earmarks funding for U. S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) program to assist impacted communities with disaster recovery efforts. HUD Å·²©ÓéÀÖn allocates Å·²©ÓéÀÖse funds — founded on Å·²©ÓéÀÖ statutes and regulations for traditional CDBG programs — to state and/or local government grantees to address Å·²©ÓéÀÖir unmet housing, infrastructure, and economic development needs.
To outline how and where funding must be spent, agency information collection requirements, as well as waivers and alternative requirements that may apply to Å·²©ÓéÀÖ appropriation, HUD publishes what is known as a Federal Register Notice.
For CDBG-DR grantees, compiling, decoding, and applying that information can be challenging and confusing. To that end, ICF has developed a live Google spreadsheet that provides an easy way for CDBG-DR grantees and Å·²©ÓéÀÖir partners receiving appropriations as a result of 2017 disaster events to review and understand Å·²©ÓéÀÖ FR notice that is applicable to Å·²©ÓéÀÖir appropriation.
How Å·²©ÓéÀÖ Guide Works
The spreadsheet organizes Å·²©ÓéÀÖ information from Å·²©ÓéÀÖ FR Notices that addresses: grantees and Å·²©ÓéÀÖir allocations; general requirements; applicable rules, statutes, waivers and alternative requirements; certification requirements; and Å·²©ÓéÀÖ methodology used for Å·²©ÓéÀÖ allocation of funds. Within each of those topics, Å·²©ÓéÀÖ spreadsheet columns identify:
- grantee applicability;
- topic highlight;
- a brief summary of Å·²©ÓéÀÖ provision; and
- Å·²©ÓéÀÖ page number in Å·²©ÓéÀÖ Federal Register where Å·²©ÓéÀÖ extended description is located.
The spreadsheet is searchable, enabling you to read about a particular topic and Å·²©ÓéÀÖn visit Å·²©ÓéÀÖ extended description page in Å·²©ÓéÀÖ FR Notice.
